The Tories' strategy of getting their eurosceptic supporters to chase a carrot on a stick worked very well for years. The problem Cameron has is that the problems of the EU are ever more intrusive and can't be talked away so easily.

Cameron with his Cast Iron Promise, referendum lock and "veto" has moved onto the dangerous ground of raising expectations and allowing them to be obviously dashed. Every time he does it, there are a few more determined not to be fooled again.
