Unless the law has changed litter has to be deposited which means that it is dropped and left and in the circumstances outlined the woman has committed no offence. She should ignore the fixed penalty ticket and have her day in court.

The same is true of many other fixed penalty issues where if the allegations were contested in court the evidence would not result in a conviction. If more took that path the whole system would collapse. Calibration of speed cameras comes to mind!

This may be true of litterers other than smoking litterers. I think the time has come to reveal the true objective of our crazy politicians, the UN, the EU and President Obama.

It's harvesting time for the UN and with every country that falls the World Empire is growing.

Of course this process stared a long time ago when the EU and the US flooded Africa, S.E Asia and the Middle East with heavily subsidized food, bankrupting local producers.
The crooked UN despite 30 billion in development budged made available by the West and wasted on crooked regimes and thousands of Non Governmental Organizations who instead of building a solid agricultural economy kept Africans at the lowest possible poverty level denying the access to our markets and denying them modern agricultural techniques and equipment. This made them even more dependent from food imports.

Adn now we are converting food into car fuel. As a result prices have gone up triggering poor nations to buy even more foreign food stocks to escape the onset of shortages at the same time drawing speculators into the market and when the regimes were no longer able to subsidize their local food and energy prices the domino effect of spreading riots started to bring down one government after the other. And this is only the beginning.

The UN is there and this time they are in control of the next government.

This not only explains the odd behavior of our own politicians, it also explains Obama's foreign policies and that of the EU.

The result looks like an idiocracy but if you look closer you see one of the most evil power games we've ever seen on the face of the planet and we better do something about it because the true objective of the UN to set an end to consumerism and control and reduce world population will put us at risk too.

The problem they face still is our wealth so they are going to do something about that.

All they have to do is prohibit the use of fossil fuels, make the food market compete with the fossil fuel market and we're done.

Interpol already did an assessment on such a situation and it will come sooner than you think.

And don't think you can cut them up in the usual political fractions and say we're sealing with the greens, the environmentalist movement, eco socialists, the tories or labor.

Get a good expat health insurance plan (very cheap, very good service levels)
Think of the border area with Costa Rica. Think David, Boquete.
Buy a piece of land at the Pacific coast, build a few cabana's for rental and you're set or do whatever you like to do.
But get out the EU and out of the USA.

There is no sustainable way to produce bio fuels and there is no necessity to produce bio fuels because there is no climate problem.
The entire concept is as criminal as it is stupid especially now the world is burning up in food protests.

Just like the introduction of electric cars that suck at least 4.5 Megawatts from the grid to load batteries for a 12.000 mile drive while at the same moment banning the incandescent light bulb to save electric power.

Any of these proposed plans bear all the signs of an idiocracy but let's be honest, the real idiots are the people who have voted hacks like Obama into office and applaud and cheer every time he open's his mouth talking hubris.

How about a no voting campaign when we don't like the candidates the next time and a full boycott on tax payments or a ritual burning of all passports.
