Last week the prime minister returned from the European Council having denied the EU the right to determine which financial institutions he, or his successors, would have to bail out in the future. Or so he says, and may even believe, notes Irwin Stelzer. But he hasn't.

They don't do "Europe" - in any case, its QMV, so there is no point in debating it.

Hang on a second. Someone needs to regulate the people in the City because they fleece people left right and centre if not. Brown turned the FSA into a pussy cat, before the 2004 election, to get the boom going; look what happened. We had the old boy network looking after its own with the bankers who had lost the plot. The City stinks and an external force needs to clean it up. We need an Elliot Spitzer [but with a welded shut fly]. German bankers do a far better job. Maybe Singapore could help?

Not sure the German bankers do a better job at all. Has everyone forgotten that the first minor crisis heralding the global financial meltdown was a German Landesbank that went belly-up, and had to be rescued. And still the toxic debts in the German banks have not surfaced yet. That may be the second downward leg of this crisis.
